On Information and Knowledge Management on Agricultural and Rural Development

Excellencies, Lok Chum Teav, Ladies and Gentlemen!

Cambodia came to globalization era, both regionally and internationally, following the essential phases of difficult and complex rehabilitation and development. Therefore, Cambodia strives for development with a strong focus on sustainability and great responsibility for poverty reduction. In this respect, the Royal Government of Cambodia has prioritized agricultural and rural development as mentioned in the National Poverty Reduction Strategy (NPRS), National Strategic Development Plan (NSDP) and Cambodia Millennium Development Goals (CMDGs). The Council for Agricultural and Development(CARD) is an assistant to the Royal Government of Cambodia on coordination of agricultural and rural development.

The council monitors and advices on the policy and strategy relevant to agriculture and rural development, food security and nutrition, and social protection. It closely co-operates with line ministries/institutions, development partners, civil society and private sector in order to improve livelihoods. To exercise its roles and duties effectively for the royal government, led by Samdech Akka Moha Sena Padei Techo HUN SEN, Prime Minister of Royal Government of Cambodia, CARD has formulated its strategies with coordination purposes of agricultural and rural development in Cambodia. CARD mainly focuses on Policy support, Partnership Dialogue, Monitoring and Oversight, Information and Knowledge Management, and Capacity building.

Agricultural and rural development is cross-cutting and multi-sector required involvement from all relevant ministries/institutions, development partners, civil society, particularly the six line ministries: Ministry of Agriculture, Forestry and Fisheries; Ministry of Water Resources and Meteorology; Ministry of Public Works and Transport; Ministry of Health; Ministry of Rural Development; and Ministry of Environment. These ministries are responsible for direct implementation, while CARD acts as a coordination body. Information and knowledge management is the core of coordination. It involves collecting, managing, and disseminating information and knowledge. It is an essential means for accelerating effective intervention of the coordination work by information and knowledge exchange, policy and new discovery relevant to agricultural and rural development. It seeks for approaches to solving all cross-cutting issues and gathers information about agricultural and rural development in Cambodia.
CARD, in collaboration with development partners especially the Asian Development Bank (ADB), has conducted the scoping study on Cambodia Agriculture and Rural Development- Information Gateway, and established its own website www.card.gov.kh. The objective is to manage and exchange information and knowledge on agricultural and rural development more effectively with all relevant stakeholders.

Finally, on behalf of CARD, I would like to appeal to all relevant stakeholders to support and continue sharing information and knowledge on agricultural and rural development in order to assist the royal government in poverty reduction strategy effectively. They should also make use of the CARD’s website to access to the information and other documents about agricultural and rural development, food security and nutrition, and social protection in Cambodia. I would like to sincerely thank Asian Development Bank (ADB) for the initiatives and funding of CARD’s website and the scoping study on Cambodian Agriculture and Rural Development Information Gateway (CARDiG).
