Social Assistance Policy Workshop

The development of the current National Social Protection Strategy 2011-2015 (NSPS) was coordinated by the Council for Agricultural and Rural Development (CARD) in collaboration with relevant line agencies with the overarching aim of developing a system of social safety nets for poor and vulnerable segments of the population in collaboration with implementing line ministries. The NSPS was endorsed by the Council of Ministers (CoM) in 2011. There has been remarkable progress since then in terms of expanding and strengthening the coverage and sustainability of key components of the NSPS.

The current National Strategic Development Plan 2014-2018 (NSDP) calls for updating the NSPS in order to strengthen the social protection system to be “more interconnected and coordinated and consolidate it as an integrated, consistent, and efficient system covering both the public and private sectors, including a clear cut division of roles distinguishing between policymaking, regulation and operation”.

The Ministry of Economy and Finance (MEF) has initiated the development of an integrated social protection framework to address issues associated with public and private sector social security measures under the direction of an Inter-Ministerial Committee. The MEF has also commissioned work on a Social Security Policy Paper to help inform the work of the Committee.

CARD is also developing a Social Assistance Policy Paper to help support and complement the work of the MEF-led committee to develop a more integrated, consistent, and efficient social protection system covering both public and private sector including both formal and non-formal sectors.

Purpose and Objectives

The overarching purpose of the Social Assistance Policy Workshop is to help integrate social assistance programming and investments into a comprehensive and integrated social protection system that supports and enhances the achievement of Cambodia’s longer term development objectives.  The SAPW has the following objects:

  • To develop a shared understanding of key concepts and terminology concerning social protection in Cambodia;
  • To identify and assess the current status of key social assistance initiatives and programs in Cambodia as outlined in the NSPS;
  • To develop a clear sense of how current social assistance investments support and complement key RGC policy initiatives concerning economic, social, and human capacity development;
  • Identify and assess gaps in social assistance coverage in the context of the broader development objectives of the NSDP framework;
  • To discuss the structure and general content of a Social Assistance  Policy Paper to complement the current work concerning a Social Security Policy Paper;
  • To develop a shared road map of the way forward according to an appropriate time frame.

Outcomes and Output

In terms of outcomes, participants will have a shared understanding of:

  • Key social protection concepts and terminology;
  • Current social assistance investments in terms of sector programming and finance;
  • How current social assistance programming can support the achievement of national development priorities;
  • How social security and social assistance can be most efficiently and effectively integrated into a comprehensive and integrated social protection framework;
  • How CARD can support and contribute to the work of the MEF’s task force initiative according to a specified time frame;

In terms of outputs, the workshop is expected to generate the following:

  • A more comprehensive social assistance sector mapping exercise linked to national development priorities;
  • Recommendations concerning the structure and general content of a Social Assistance Policy Paper;
  • Recommendations concerning the way forward, including next steps and the roles and responsibilities of key stakeholders.

Participants

Participants will include members of the Inter-Ministerial Task Force for Social Assistance and the Inter-Ministerial Task Force for Social Security along with relevant Development Partners and civil society organizations. Approximately 50-60 individuals are expected to participate. (A more detailed participant list to be drafted.)

The workshop held on 20 November 2015  at Sokha Hotel, Phnom Penh.
